Due to the acquisition of mobile and modern technologies, one of the most important concerns of governments today is the development and improvement of e-government and the use of information technology capabilities in this field. The purpose of this study is to investigate the role of moderating the dynamics of the environment on the impact of the performance of public sector organizations of e-government and knowledge management capabilities in the municipality of Tehran. The present research is a descriptive research with a survey method in terms of applied purpose and in terms of nature. For statistical analysis in the inferential statistics section, all analyzes have been performed using structural equation technique and LISREL and SPSS software. Knowledge management capabilities affect the performance of Tehran Municipality, 0.88. Environmental dynamics moderates the impact of e-government on the performance of Tehran Municipality and the dynamics of the environment moderates the impact of knowledge management capabilities on the performance of Tehran Municipality. The results of data processing showed that e-government has an effect on the performance of Tehran Municipality of 0.59.The method of data collection was a questionnaire. The statistical population of the research includes managers and experts of Tehran Municipality and the statistical sample of managers and experts of Tehran Municipality.
