مدل‌های توسعه صنایع بر پایه فناوری بلاک‌چین

چکیده
چکیده: فناوری بلاک‌چین به‌عنوان یکی از فناوری‌های بنیادین عصر دیجیتال، پتانسیل قابل‌توجهی برای تحول ساختاری صنایع و ایجاد مدل‌های نوین توسعه صنعتی دارد. با این حال، ادبیات موجود در زمینه کاربرد بلاک‌چین در توسعه صنعتی عمدتاً بر جنبه‌های فنی متمرکز بوده و از ارائه چارچوبی منسجم برای تحلیل مدل‌های توسعه صنایع مبتنی بر این فناوری غافل مانده است. این مقاله با بهره‌گیری از رویکرد مرور نظام‌مند و تحلیل محتوای کیفی، به بررسی و دسته‌بندی مدل‌های توسعه صنعتی مبتنی بر بلاک‌چین می‌پردازد. با تلفیق نظریه هزینه‌های مبادله و چارچوب قابلیت‌های پویا، چارچوب تحلیلی «بلاک‌چین به‌عنوان زیرساخت نهادی صنعتی» ارائه شده است که بر سه مؤلفه کاهش هزینه‌های مبادله، شفافیت و اعتماد غیرمتمرکز و ایجاد بازارهای جدید استوار است. نوآوری چارچوب در سه سطح مفهومی (تعریف بلاک‌چین به‌عنوان نهاد فناورانه)، کارکردی (اثر هم‌زمان بر سه لایه هزینه، اعتماد و بازار) و سیاستی (طراحی ماتریس زمانی برای کشورهای در حال توسعه) قابل شناسایی است. چهار دسته اصلی از مدل‌های توسعه صنعتی مبتنی بر بلاک‌چین شناسایی شده است: مدل‌های زنجیره تأمین هوشمند، مدل‌های سازمان‌های خودگردان غیرمتمرکز، مدل‌های توکن‌محور و مدل‌های حاکمیت داده‌محور. در بخش دستورکار پژوهشی برای ایران، مقاله بر ضرورت توسعه آزمایشگاه‌های زنده صنعتی مبتنی بر بلاک‌چین، طراحی چارچوب نظارتی متناسب با ریسک، سرمایه‌گذاری در توسعه قابلیت‌های فنی و ایجاد کنسرسیوم‌های صنعتی بلاک‌چین تأکید دارد. یافته‌ها نشان می‌دهد که موفقیت مدل‌های توسعه صنعتی مبتنی بر بلاک‌چین بیش از آنکه به پیشرفت فنی فناوری وابسته باشد، به ظرفیت نهادی، هماهنگی ذی‌نفعان و چارچوب‌های نظارتی مناسب مرتبط است.

Blockchain technology, as one of the foundational innovations of the digital age, holds significant potential for the structural transformation of industries and the emergence of novel industrial development models. However, the existing literature on blockchain applications in industrial development has predominantly focused on technical aspects, lacking a coherent analytical framework for categorizing and evaluating blockchain-based industrial development models. This paper employs a systematic literature review and qualitative content analysis to examine and classify blockchain-based industrial development models. By integrating transaction cost theory with the dynamic capabilities’ framework, this study proposes the analytical framework of "Blockchain as Industrial Institutional Infrastructure," which rests upon three pillars: reduction of transaction costs, transparency and decentralized trust, and creation of new markets. The novelty of this framework is threefold: conceptually (defining blockchain as a technological institution), functionally (simultaneous effects on cost, trust, and market layers), and policy-wise (designing a time-based policy matrix for developing countries). Four main categories of blockchain-based industrial development models are identified: smart supply chain models, decentralized autonomous organization (DAO) models, tokenization models, and data-driven governance models. In the research agenda for Iran, the paper emphasizes the necessity of developing industrial living labs based on blockchain, designing risk-proportionate regulatory frameworks, investing in technical capability development, and establishing blockchain industrial consortia. The findings suggest that the success of blockchain-based industrial development models depends less on technical advancement and more on institutional capacity, stakeholder coordination, and appropriate regulatory frameworks.
