Objective: This study seeks to explore the antecedents and requirements of the internationalization of Iraqi businesses from a cultural perspective. Specifically, it aims to identify the key drivers, mechanisms, outcomes, and challenges shaping the internationalization process within the unique cultural context of Iraq, and to propose a localized conceptual framework for international business actors operating in this environment.
Method: A qualitative research design was adopted using Glaser grounded theory. This methodological choice is consistent with the processual and socially constructed nature of cultural management, which evolves through learning, interaction, and accumulated experience. Data were collected through 18 semi-structured interviews with experts in international business in Iraq, including senior managers, academic scholars, and researchers. Sampling continued until theoretical saturation was achieved.
Findings: The findings indicate that culture in the internationalization process of Iraqi businesses is not merely a constraint; when strategically managed, it can function as a dynamic organizational capability. This capability is developed through enhancing managers’ and employees’ intercultural competencies, institutionalizing an open and learning-oriented organizational culture, and aligning national cultural characteristics with organizational and institutional requirements. The effective management of cultural factors leads to sustainable competitive advantage, improved international legitimacy, and enhanced operational and international performance.
Conclusion: The internationalization of Iraqi firms is fundamentally a culture-based and context-dependent process. Its success largely depends on how cultural antecedents are managed and how intercultural requirements are addressed. Culture should therefore be viewed not as a peripheral variable, but as a strategic determinant that can either facilitate or hinder international expansion. Sustainable internationalization requires a redefinition of managerial mindsets, systematic development of intercultural competencies, and gradual transformation of organizational culture. Policymakers and support institutions can play a critical role by providing targeted training programs, facilitating international learning, and creating institutional bridges between local cultural norms and global business requirements. Without systematic attention to cultural dimensions, the internationalization efforts of Iraqi businesses are likely to remain superficial and short-lived; conversely, a conscious cultural approach can transform internationalization into a source of sustained competitive advantage at regional and global levels.
