Policy Requirements for Human Resource Development in Accordance with Cultural Norms and Socially Responsible Marketing in the Iranian Banking System

Abstract
This research aims to identify the requirements and design policy frameworks for human resource development by linking cultural values and social responsibility in the Iranian banking system and has been conducted using a qualitative method. The data collection of the qualitative part of this research was carried out using a systematic approach and interviews with experts and specialists in the banking and academic systems, and the design of the research theme pattern is based on the theme analysis method. The research data collection tool is a systematic summary and semi-structured interview. The statistical population of the research in the systematic review section includes 80 scientific sources related to the purpose and subject area of the research, and in the semi-structured interview section, it includes 18 university professors and banking system experts who were selected through purposive sampling based on a theoretical approach. The data obtained from the research led to the identification of 700 primary themes, 136 basic themes, and 51 constructive themes (main components), which were finally identified, categorized, and extracted in the form of 6 dimensions and 3 overarching themes. The research results showed that the dimensions identified included: 1- Development and institutionalization of the organization's culture based on values and CSR, and 2- Development of human capital in the field of cultural values and CSR as a subset of the overarching theme of "cultural requirements" and dimensions: 1- Development of value-oriented human resource structures and processes, and 2- Development of responsible and value-oriented HR policies and policies as a subset of the overarching theme of "organizational requirements" and dimensions: 1- Social responsibility and accountability, and 2- Support Legal and programmatic requirements of CSR as a subset of the overarching theme of "Legal and Supportive Requirements" are issues that should be considered in formulating human resource development policies with an approach to cultural values and social responsibility in Iranian banks.
