Investigating the factors affecting the power-seeking behaviors of managers of government organizations in communications; a mixed approach

Abstract
In the current situation, government organizations in the country have countless problems. These organizations must prepare the right conditions to continue their existence and move towards success. In the meantime, the power used by managers can be one of the influential factors because managers can provide the basis for effective communications inside and outside the organization by using the right power. Therefore, it seems that by modifying the behavior of managers of these organizations, some of these problems can be solved, but it remains to be seen how they can demonstrate this power. In this regard, the main goal of this research is to identify the factors affecting the power-seeking behaviors of managers of government organizations in organizational communications. This research is a mixed research (qualitative and quantitative). The statistical population in the qualitative section is 16 institutional-university professors working in government organizations in Tehran, the statistical population in the quantitative section is 2900 experts and managers of government organizations in Tehran, and the sample size is 338 people. Sampling was carried out in the qualitative section by purposive sampling and in the quantitative section by stratified random sampling. The data collection tool in the qualitative section is a semi-structured interview, which was classified in the data-driven method and based on the Strauss and Corbin approach into six dimensions of the central phenomenon, causal conditions, underlying factors, intervening conditions, drivers, and consequences, and the research model was presented. A total of 150 codes were identified, which were classified into 37 concepts, 14 categories (subcategories), and 6 main dimensions. In the quantitative stage, the model was validated using a questionnaire compiled from the outputs of the qualitative section and the structural equation method (first and second order confirmatory factor analysis test and LISREL software). Applying the results of this research will improve the power-seeking behaviors of managers and establish effective organizational communications in government organizations.
