Identification of Effective Factors on the Smart Land Use Planning Evaluation Model (Case Study: Textile Industry)

Abstract
Background and Objective: The aim of this research is to identify the factors influencing the Smart Spatial Planning Evaluation Model in the textile industry. This is intended to contribute to sustainable development by addressing climatic, social, and economic needs, with an emphasis on appropriate investment and technology.
Methodology: This study follows a quantitative approach and employs the Delphi method. Data were collected through a structured questionnaire in two phases, including surveys of experts in the textile industry, senior managers, and specialists in this field. Data analysis was performed using Smart PLS and SPSS software, with a sample size of 384 managers and experts from the textile industry.
Findings: The results of the research show that spatial planning evaluation in Iran’s textile industry is divided into seven main dimensions: climatic conditions, community needs and consumption trends, investment and marketing, technical knowledge and technology, operational factors, managerial and legal factors, and socio-economic factors. Specifically, components such as climate localization, community lifestyle, competitive marketing, production automation, appropriate executive structures, alignment of national laws with local conditions, and job creation for local communities were identified as key factors.
Discussion: This research follows a quantitative approach and uses the Delphi method. Conclusion: The results of this study suggest that spatial planning evaluation in the textile industry can lead to regional balance, sustainable development, environmental protection, and increased productivity. This model also contributes to reducing inequalities and improving social welfare by strengthening economic and social conditions. This research proposes a comprehensive model for spatial planning in this industry, which could assist in enhancing development policies and equitable regional sustainability.
