Abstract
This research examines the role of conflict of interest and administrative impartiality in reducing corruption in government institutions. Conflict of interest as one of the main factors of weakening administrative neutrality can lead to unfair decisions and ultimately increase corruption. In this regard, drafting and implementing clear legal frameworks without legal loopholes plays a vital role in preventing corruption. Strengthening the independence of regulatory and judicial institutions, improving internal monitoring mechanisms, and having sufficient financial and human resources are other effective factors in reducing administrative corruption. Also, continuous training of employees and managers in the field of anti-corruption laws and the use of new technologies, such as information management systems and online reporting platforms, can help promote transparency and accountability. On the other hand, transparency in decisions and public access to information through online systems is one of the key tools to increase public oversight and prevent corruption. Finally, this study emphasizes the necessity of coordination and cooperation between governmental and non-governmental institutions to create legal and technical infrastructure by providing practical and comparative solutions from successful international experiences.
